The venue held a wedding party earlier in the night, but police have not confirmed whether anyone attending it was involved in the early morning shootings.
The number of attackers was also unknown, Police Chief Dennis Richards said.
"We're checking to see if something precipitated this from inside," he said.
Television station WKBW TV said the shootings happened after a fight at the City Grill restaurant spilled onto the street.

Officers responding to a report of gunfire in Buffalo's business district found the bodies of three people. A fourth victim died at a hospital.
Chief Richards said the dead included three men and one woman. Their identities have not been released.
WKBW reported that a Texas man was among the dead. Witnesses said the victim arrived in Buffalo on Friday and was going to be married on Saturday.
Those who attended the party said it was a pre-wedding celebration, the TV channel added.

The other victims were taken to Buffalo General Hospital and Erie County Medical Centre.
Chief Richards said one victim was in serious condition, but he did not know the conditions of the other two.
Tommy Dates, 35, of Buffalo, said he was in the bar area of the restaurant when he noticed a group starting to leave, only to rush back inside minutes later.
"A lot of people were real upset, just trying to get out of the way," Mr Dates said.
"Nobody knew where anything was coming from. Everyone was in a panic."
